The EU Taxonomy can be useful during the project development stage. It provides a framework for explaining which economic activity is targeted, which environmental objective it supports, what contribution it makes, which risks must be avoided, and what evidence can support the project\u2019s claims. Consequently, the taxonomy can serve as a guide during project preparation.<\/p>\n<p>A company may have a good investment idea, such as modernising a production line, reducing energy consumption, installing more efficient equipment, reusing waste, using recycled materials or digitising processes to optimise resources. The funder will look at what problem the investment solves, what change it brings about, how it can be measured, and how it relates to the programme\u2019s objectives. The taxonomy helps the company to structure this explanation.  The project may be linked to a specific environmental objective (climate change mitigation, climate change adaptation, the circular economy, pollution prevention, water protection or biodiversity).<\/p>\n<h2>The environmental objective must be clearly defined<\/h2>\n<p>The first step in preparing a project is to clarify its main environmental objective. An investment may have several benefits, but the project must demonstrate what its main contribution is. For an investment in energy-efficient equipment, the objective may be to reduce emissions by lowering energy consumption. For a project involving the reuse of materials, the objective may be the transition to a circular economy. For an investment in water infrastructure or the reduction of water losses, the objective may be the sustainable use of water resources. For solutions that reduce exposure to floods, droughts or extreme temperatures, the objective may be adaptation to climate change.<\/p>\n<h2>The contribution must be demonstrated<\/h2>\n<p>An investment in energy efficiency should show current consumption, estimated consumption following implementation, and the resulting reduction. A circular economy project should indicate the quantities of materials reused, recycled or avoided as waste. An investment in pollution reduction should present the relevant parameters before and after the project. The taxonomy emphasises this approach. The contribution to an environmental objective must be supported by criteria and evidence. For a funding application, this means that the project description should be supplemented with audits, technical studies, calculations, equipment specifications, consumption estimates, historical data and measurable indicators. The better documented the project is, the clearer the assessment can be. Technical data helps the funder distinguish between an investment with a real impact and a general statement about sustainability.<\/p>\n<h2>DNSH<\/h2>\n<p>Many European programmes incorporate the principle <strong>DNSH \u2013 Do No Significant Harm<\/strong>. It requires that the project must not cause significant harm to other environmental objectives. A project that reduces energy consumption may generate waste, use materials with a high environmental impact, or pose risks relating to water, pollution or biodiversity. An investment in the circular economy may require checks on hazardous substances, the traceability of materials or the management of resulting waste. The EU Taxonomy can assist with this analysis, as it uses the same logic. A sustainable activity must contribute to an environmental objective and must not significantly undermine the other objectives.<\/p>\n<h2>Project indicators<\/h2>\n<p>A green project requires appropriate indicators. These should be measurable, relevant to the investment and easy to monitor once implemented. For energy efficiency, indicators such as a reduction in annual energy consumption, a reduction in emissions, the share of renewable energy, or the energy performance of a building or piece of equipment can be used. For the circular economy, relevant indicators may include the reduction in waste, reused materials, recycled materials incorporated into production, repaired products, or the extension of the lifespan of goods. For water, relevant indicators may include reduced consumption, water reuse, reduced losses or improved quality of effluent. For climate adaptation, indicators relating to reduced vulnerability to risks such as floods, droughts, extreme temperatures or landslides may be used. Indicators should be selected as early as the design stage. If they are added at the end, there is a risk that they will not accurately reflect the investment or that they cannot be supported by data.<\/p>\n<h2>Minimum social guarantees<\/h2>\n<p>The taxonomy also includes the requirement to comply with minimum social safeguards. For funding projects, this aspect is particularly relevant in the context of domestic policies, labour relations, human rights, legal compliance and the way in which the company manages its relationships with employees, suppliers and partners. A company should be able to demonstrate that it has basic rules on compliance, health and safety at work, non-discrimination, labour relations and compliance with applicable legislation.
