The Taskforce on Net Zero Policy (TNZP) presented its report on the second day of COP30. Policy Matters: From pledges to delivery \u2013 A decade after Paris<\/em>, a piece that marks 10 years since the Paris Agreement and tries to answer the question: how ready are governments and the private sector to move from promises to implementation?<\/p>\n

The 1.5\u00b0C target<\/h2>\n

The TNZP analysis shows that regulations continue to advance, even if the pace differs from region to region. G20 countries have reached over a thousand policy instruments dedicated to transition, three times more than in 2020. TNZP emphasises that achieving the 1.5\u00b0C target increasingly depends on the ability of governments to work together and provide consistent signals to the private sector. Any temporary overshoot of the limit requires the rapid expansion of carbon removal solutions and, in parallel, the integration of resilience and biodiversity into all national transition strategies.<\/span><\/p>\n

Strategic guidelines proposed in the report<\/h3>\n

The policy framework needs to be better harmonised \u2013 Companies and investors depend on stable national targets. TNZP calls on governments to align their legislation with credible interim targets and provide clarity on sectoral implications.<\/p>\n

Resilience, a must \u2013 As extreme events become more frequent, climate policies must include adaptation, ecosystem restoration and a just transition. These issues can no longer be treated as separate appendices to decarbonisation policies.<\/p>\n

Carbon markets need real rules \u2013 For carbon removal to be a credible tool, countries must set consistent standards for the generation and use of credits. Without these rules, markets risk undermining investor confidence.<\/p>\n

Clear rules on transparency and accountability \u2013 Mandatory reporting, independent verification and strengthened governance are required. Lobbying practices, particularly those carried out through industry organisations, are directly targeted.<\/p>\n

The situation of the private sector<\/h2>\n

The report highlights that the private sector faces a paradox: expectations are rising, but political signals are often contradictory. Policy fragmentation, coupled with a significant increase in legal risks, creates a difficult environment for long-term planning.\u00a0At the same time, the fossil fuel industry's influence on the regulatory process remains strong. TNZP calls for full disclosure of direct and indirect lobbying activities so that investors and the public can assess the consistency of companies' net zero commitments.<\/p>\n

Actions for COP31<\/h2>\n

The Taskforce on Net Zero Policy proposes three lines of work for the coming year: evaluating the effectiveness of existing policies to understand what really works and what needs to be adjusted; cooperation between jurisdictions so that regulations are compatible and do not block cross-border investment; aligning sustainable finance with real economy measures to avoid situations where capital moves but emissions remain.<\/p>\n

Role and mandate of the Taskforce on Net Zero Policy<\/h2>\n

The TNZP was created at COP28 to support the implementation of the High-Level Expert Group (HLEG) recommendations. Its objective is to provide expertise to governments and contribute to the creation of a policy framework that enables non-state actors \u2014 companies, investors, cities \u2014 to meet their own net-zero commitments. The report launched in Bel\u00e9m continues the analysis begun in 2024 on policy developments in the G20 and their impact on the transition.<\/p>\n<\/div>\n<\/div>\n
