At the beginning of 2025, the European Commission presented Competitiveness Compass<\/strong>, a strategic document setting out the Union's economic and industrial policy guidelines for the period 2024-2029. The initiative translates into an action plan the recommendations made in the Mario Draghi report of September 2024 and the directions agreed in the Budapest Declaration of November the same year. According to the Commission, the aim is to define a common line for Member States in areas considered essential for economic competitiveness.<\/p>\n

The Commission's arguments when publishing the framework<\/strong><\/h2>\n

At the time of its launch, the Commission indicated several elements which, in its view, justify the adoption of this document. These include rapid global technological change, increased competition from other major economies, the need to reduce dependence on resources and technologies from outside the Union, and the linking of the transition to a low-emission economy with the preservation of a strong industrial base. The Commission also emphasised the importance of a coordinated approach at Union level to prevent fragmentation of the internal market and to facilitate access to finance for projects considered strategic.<\/p>\n

Fields of action<\/strong><\/h2>\n

The document is structured around three main strands. The first aims to support innovation and digitisation, through measures dedicated to start-ups and growing companies, investment in technologies such as artificial intelligence, quantum technology, advanced materials, biotechnology, robotics and space industry, and the creation of industrial centres for production and testing. The second direction concerns competitive decarbonisation, through policies targeting energy-intensive sectors, ensuring access to energy at competitive prices and promoting the circular economy. The third aims to reduce external dependencies, through trade partnerships for raw materials, clean energy and critical technologies, as well as by adjusting public procurement rules in certain areas.<\/p>\n

Link with other EU policies<\/strong><\/h2>\n

The Competitiveness Compass is designed to complement other Union initiatives. It takes elements from the European Green Pact and adapts them to industrial realities, complements the measures foreseen in the Clean Industrial Deal and the Capital Markets Union strategy, uses financial instruments and structures created by NextGenerationEU and links with the objectives of the Strategic Compass in the field of security and defence, adding an economic and industrial component.<\/p>\n

Business relevance<\/strong><\/h2>\n

For the business environment in Romania and the rest of the European Union, the document represents a benchmark for economic policy changes in the coming years. Among the issues mentioned are the simplification of certain regulations, the introduction of financial support mechanisms for innovative projects and the green transition, and measures to strengthen European supply chains.
