The aim is to collect input on the impact assessment and final drafting of the Act, expected for adoption in 2026<\/p>\n<p>This act is part of the Clean Industrial Deal and aims to transform the linear economy into a circular one, strengthening the EU's economic security and resilience, competitiveness and decarbonisation.<\/p>\n<h2><strong>Objectives: single market for recycled materials, economic security and accelerated green transition<\/strong><\/h2>\n<p>The European Commission aims to build a single European market for secondary materials by stimulating supply and demand for quality recycled materials. It focuses on two main pillars: improving the collection and recycling of e-waste and simplifying the regime for secondary materials (by revising end-of-waste criteria, digitising producers' obligations and introducing mandatory criteria in public procurement).<\/p>\n<p>The Commission's target objective is to double the Circular Material Use Rate (CMUR), currently at 11.8 % (2023), to around 22 %-24 % by 2030.<\/p>\n<p>The legislative framework will be aligned with and complementary to other EU initiatives such as the Ecodesign Regulation, the Packaging Regulation, the Critical Raw Materials Act, the Single Market Strategy and the Steel and Metals Action Plan.
