including through productive investment<\/strong><\/p>\n<p><strong>Operation 2 Investment for sustainable SME growth<\/strong><\/p>\n<p><strong>Call for Projects: Investments for Sustainable SME Growth<\/strong><\/p>\n<p>Call Code: PR\/NE\/2025\/P1\/RSO1.3\/1\/2<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Objective of the Programme<\/strong><\/h2>\n<p>The North-East Regional Programme 2021-2027 aims at the smart, sustainable and inclusive development of the North-East region by increasing competitiveness, innovation and environmental responsibility.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Objective of the Call for Projects<\/strong><\/h2>\n<p>The aim of the call is to support SMEs in making the transition to sustainable business models, by investing in green technologies, resource efficiency and minimising environmental impact, thus contributing to increased competitiveness and job creation.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Type of Aid Available<\/strong><\/h2>\n<p>1) Regional State aid for investment, subject to the provisions of Article 14 of Regulation (EU) No 651\/2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, as amended and supplemented, hereinafter referred to as regional State aid;<\/p>\n<p>2) De minimis aid in compliance with Commission Regulation (EU) No 2831\/2023 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Budget Available<\/strong><\/h2>\n<p>The total budget allocated to the call is financed by the European Regional Development Fund (ERDF) and will be specified in the guide for applicants, published on the official website of the programme.<\/p>\n<h2><strong>Submission Period<\/strong><\/h2>\n<p>Projects can be submitted through the MySMIS2021\/SMIS2021+ platform between 02.06.2025 - 31.07.2025.<\/p>\n<h2><strong>Eligible Applicants<\/strong><\/h2>\n<p>The applicant must be a commercial company falling into the SME category, and has registered:<\/p>\n<ol>\n<li>the registered office in the North-East Region at the latest at the time of the first payment of the aid (for a commercial company registered under Act No 31\/1990 on commercial companies), or<\/li>\n<li>registered point of work for tax purposes in the North-East Region at the latest at the time of the first payment of the aid (for foreign legal entity).<\/li>\n<\/ol>\n<p>The location of project implementation must be in the North-East region, in urban and\/or rural areas (by exception, if the applicant falls into the category of micro-enterprises, the place of implementation must be in urban areas, including villages neighbouring towns).<\/p>\n<h2><strong>Eligible Activities<\/strong><\/h2>\n<p>The project should contribute to a transition towards a sustainable, climate-neutral and circular economy, including through measures to increase resource efficiency.<\/p>\n<p>This call supports projects aiming at sustainable growth through the implementation of at least two of the following types of investments:<\/p>\n<ul>\n<li>investments that optimise resource use by replacing primary raw materials with secondary raw materials (repaired, reused or recovered, including recycled);<\/li>\n<li>investments for the collection, sorting, storage, decontamination, pre-treatment and treatment of other products, materials or substances generated by the beneficiary or third parties and which would otherwise be unused or used in a less resource-efficient way for re-use, repair and remanufacturing;<\/li>\n<li>investments to promote industrial symbiosis by valorising own waste and by-products as raw materials for other industries;<\/li>\n<li>investments that improve resource efficiency through a net reduction in the resources consumed to achieve the same volume of output compared to a pre-existing production process used by the beneficiary;<\/li>\n<li>investments for the deployment of carbon capture and storage technologies and the use of captured carbon in industry, with the exception of investments to reduce greenhouse gas emissions from activities listed in Annex I to Directive 2003\/87\/EC;<\/li>\n<li>design services for repairability, re-usability, upgradability and recyclability of products and the realisation of products with increased durability.<\/li>\n<li>investments in separate collection and sorting of waste in preparation for reuse or recycling;<\/li>\n<li>investments to prevent and minimise waste generation, preparation for reuse, decontamination and recycling of waste generated by the beneficiary for reuse, repair and remanufacture;<\/li>\n<li>investments that aim to design and realise more sustainable products that are produced with less raw material or energy consumption, have a longer lifespan, are repairable and generate less waste;<\/li>\n<li>investments aimed at utilising surpluses or secondary materials from the operating cycle within the enterprise;<\/li>\n<li>implementing environmentally friendly technologies in materials processing plants to minimise waste and maximise resource efficiency.<\/li>\n<\/ul>\n<p>The proposed activities will aim to develop and\/or adopt solutions with an impact on sustainable growth and must fall into the following categories:<\/p>\n<ol>\n<li>Activities specific to the realisation of investments necessary for the development and\/or diversification of production capacity\/services of the type:<\/li>\n<\/ol>\n<ol>\n<li>Construction\/modernisation works (modernisation works can be considered eligible only to the extent that they are related to an initial investment)\/extension of production premises, for which a building permit is required, including the related general utilities (water supply, sewerage, natural gas supply, heating, electricity, PSI).<\/li>\n<li>Construction works for which planning permission is NOT required (if applicable)<\/li>\n<li>Provision of tangible fixed assets (obligatory): purchase of technological equipment, furniture, office equipment, work installations, IT equipment, etc., strictly necessary to achieve the project objectives.<\/li>\n<li>Endowment with intangible assets: technical knowledge, patents, rights of use, licences, trademarks, software, other rights and similar assets, strictly necessary to achieve the objectives of the project.<\/li>\n<li>Marketing and branding services for new products\/services.<\/li>\n<li>Conducting studies and reporting on the company's environmental footprint to support the decarbonisation of supply chains, reduce production costs and identify actions to increase circularity.<\/li>\n<li>Design services for repairability, re-usability, upgradability and recyclability of products and the realisation of products with increased durability.<\/li>\n<li>Certification of new products\/services, including for certification processes to obtain official recognition of new products and services as sustainable and compliant with reporting standards.<\/li>\n<li>Non-financial reporting services compliant with reporting standards (e.g. GRI, ESG certification).<\/li>\n<li>Project communication and visibility (compulsory): the minimum compulsory activities will be complemented by Operation-specific communication measures of strategic importance: online campaigns dedicated to the projects, stimulation of strong media coverage of the projects, especially when they reach a level of maturity (press conferences \/ press releases, inviting journalists to visit the projects), etc.<\/li>\n<li>Other activities that may be carried out as an integral part of the project, e.g. project management, auditing, activities aimed at external co-operation, etc.<\/li>\n<\/ol>\n<h2><strong>Categories of Eligible Expenditure<\/strong><\/h2>\n<p>Equipment and machinery<\/p>\n<p>Construction and modernisation works<\/p>\n<p>Technical design and project management services<\/p>\n<p>IT systems to digitise processes<\/p>\n<p>Vocational training<\/p>\n<p>Information and publicity activities under EU rules<\/p>\n<h2><strong>Grant amount<\/strong><\/h2>\n<p>The amount of the project's grant is limited to a minimum of 200.000 EURO and a maximum of 1.000.000 EURO, calculated at the InforEuro exchange rate of the month of publication of the Applicant's Guide.<\/p>\n<p>The amount of de minimis aid granted to a beneficiary shall not exceed the equivalent in RON of EUR 300,000, calculated at the InforEuro exchange rate in force on the date of signing the financing contract, subject to the de minimis ceiling, the cumulation conditions and the provisions of Article 9 of the State aid and de minimis aid scheme.<\/p>\n<p>The exact amount and co-financing rate depends on the size of the SME and the specifics of the investment.<\/p>\n<h2><strong>Confinancing value<\/strong><\/h2>\n<p><strong>Regional investment aid<\/strong><\/p>\n<p>The applicant's own contribution to expenditure co-financed expenditure financed by de minimis aid, the applicant's own contribution shall be <strong>0%<\/strong>, provided that the maximum total amount of de minimis aid from which the single enterprise may benefit is respected.
