{"id":10942,"date":"2026-08-28T14:41:19","date_gmt":"2026-08-28T11:41:19","guid":{"rendered":"https:\/\/esghub.ro\/?p=10942"},"modified":"2026-08-28T14:42:14","modified_gmt":"2026-08-28T11:42:14","slug":"north-east-region-grants-of-up-to-300000-euros-for-the-modernisation-of-micro-enterprises","status":"publish","type":"post","link":"https:\/\/esghub.ro\/en\/regiunea-nord-est-granturi-de-pana-la-300-000-euro-pentru-modernizarea-microintreprinderilor\/","title":{"rendered":"North-East Region: grants of up to 300,000 euros for the modernisation of micro-enterprises"},"content":{"rendered":"<p>The North-East Regional Programme 2021\u20132027 includes a new call for micro-enterprises, dedicated to modernisation investments.\u00a0Projects may be submitted between 28 September 2026 at 14:00 and 28 October 2026 at 14:00 via the MySMIS2021\/SMIS2021+ system. The funding is intended for micro-enterprises in the North-East Region wishing to develop or diversify their production or service provision capacity, implement new technologies, automate processes, or invest in digitalisation, marketing or branding, subject to the conditions set out in the guidelines.<\/p>\n<h2>The aim of the call<\/h2>\n<p>The call supports projects aimed at the growth and technological development of micro-enterprises. The objective set out in the guidelines is to significantly improve the technical and organisational capacity of micro-enterprises to manage the development of products and services. Funding is provided under the North-East Regional Programme 2021\u20132027, through the European Regional Development Fund and the state budget. Projects must be implemented in the North-East Region, specifically in the counties of <em>Bac\u0103u, Boto\u0219ani, Ia\u0219i, Neam\u021b, Suceava and Vaslui<\/em>.<\/p>\n<h2>Eligible applicants<\/h2>\n<p>Commercial companies registered under Companies Act No. 31\/1990 that fall within the category of micro-enterprises may apply for funding.<\/p>\n<p>The applicant must have its registered office in the North-East Region, in either an urban or rural area. If, at the time of submitting the funding application, the registered office is not in the North-East Region, the applicant undertakes, via the Single Declaration, to register it in the region by the time the first payment of the grant is made.<\/p>\n<p>A micro-enterprise is defined as an enterprise with up to 9 employees and an annual net turnover or total assets of up to 2 million euros, or the equivalent in lei. Compliance with these criteria is assessed taking into account partner or affiliated enterprises, in accordance with Law No. 346\/2004.<\/p>\n<p>Branches, agencies, representative offices and other units without legal personality are not eligible.<\/p>\n<p>The applicant must have carried out business activities for a period corresponding to at least one full tax year, must not have had their business activities temporarily suspended in the year in which the funding application is submitted or in the preceding tax year, and must have recorded an operating profit of more than 0 lei in the financial year preceding the submission of the application.<\/p>\n<p>For an application submitted in 2026, the guidelines state that the enterprise must have been established no later than 3 January 2025, must have recorded an operating profit as at 31 December 2025, and must not have had its operations suspended in 2025 or 2026. Another important condition is the average number of employees. The applicant must have had at least one employee in the last financial year ending prior to the submission of the funding application.<\/p>\n<h2>Eligible projects<\/h2>\n<p>The project must relate to one or more of the applicant\u2019s eligible areas of activity, as set out in the list of CAEN codes in the guide.<\/p>\n<p>The investment may relate to a single CAEN code or to several CAEN codes, provided that these complement, develop or optimise one another. If the project involves several CAEN codes, the applicant must indicate the predominant CAEN code for the investment.<\/p>\n<p>The CAEN code relating to the investment may be authorised at the time of submission or at a later date. If it is not authorised at the time of submission at the project\u2019s registered office or place of business, the applicant must ensure it is authorised before the funded activity commences.<\/p>\n<p>The location must be in the North-East Region, in an urban or rural area. It may already be registered as a registered office or branch, or it may be registered at a later date, with the relevant details included in the Single Declaration.<\/p>\n<p>The premises must be suitable for the funded activity. The guidelines stipulate that the premises must allow for the installation, storage or parking of the assets purchased, must be connected to the necessary utilities (if these are not covered by the project), must not be occupied by other users, and must have direct access.<\/p>\n<h2>Eligible activities<\/h2>\n<p>The guide sets out four main categories of eligible activities.<\/p>\n<p>The first category covers investments in tangible assets. This includes the construction, extension or modernisation of premises used for production or the provision of services, including the associated general utilities, such as water supply, sewerage, heating, electricity or fire safety systems.<\/p>\n<p>This category also includes the purchase of technological equipment, machinery, plant, furniture, IT and office equipment, which are classified as fixed assets. This purchase is mandatory.<\/p>\n<p>Systems for generating energy from renewable or alternative sources, such as photovoltaic panels, solar thermal systems or heat pumps, are also eligible, provided they are used to improve the efficiency of the activities for which funding is being sought.<\/p>\n<p>The second category covers investments in intangible assets: patents, licences, trade marks, computer software, other rights and similar assets.<\/p>\n<p>The third category covers marketing and branding services. The guide mentions activities such as market assessment, the development of products and services in line with consumer requirements, sales promotion, the distribution of products or services, social media services, the analysis of marketing cost-effectiveness, brand strategy, brand identity and brand marketing.<\/p>\n<p>The fourth category covers digitisation activities aimed at promoting the company\u2019s products or services.<\/p>\n<p>Communication and visibility activities are compulsory.<\/p>\n<p>Projects that consist solely of investments in renewable energy systems, intangible assets, marketing, branding, digitalisation or construction works not subject to authorisation are not eligible. The project must include the mandatory component of purchasing equipment, machinery, installations, furniture, IT or office equipment classified as fixed assets.<\/p>\n<h2>The funding mechanism<\/h2>\n<p>Support is provided in the form of a grant. The total non-repayable allocation for this call for proposals is 20,370,738.40 euros, of which \u20ac17,315,127.64 represents the ERDF contribution and \u20ac3,055,610.76 the contribution from the state budget.<\/p>\n<p>Funding is granted as de minimis aid, in accordance with Regulation (EU) 2023\/2831 and the de minimis aid scheme applicable to this call for proposals. The amount of non-repayable funding for a project is a minimum of 100,000 euros and a maximum of 300,000 euros, the equivalent in lei at the InforEuro exchange rate for the month in which the guide was published, namely August 2026. The guide specifies an exchange rate of 1 euro = 5.2434 lei. The total value of de minimis aid, including the support requested under this call, must not exceed 300,000 euros over a period of three years.<\/p>\n<p>The programme\u2019s contribution may cover up to 90% of eligible expenditure, subject to the de minimis ceiling. The applicant must provide a minimum own contribution of 10% of the total eligible expenditure and must cover all ineligible expenditure in full.<\/p>\n<p>The own contribution may come from the beneficiary\u2019s own resources or from external funding, but must not be subject to any other State aid or de minimis aid.<\/p>\n<h2>Eligible expenditure<\/h2>\n<p>Eligible expenditure must be necessary for the implementation of the project, reasonable, in accordance with the programme and the funding agreement, recorded in the accounts and supported by clear supporting documents.<\/p>\n<p>For projects submitted under the call for proposals, the guidelines include several categories of expenditure within direct costs, including site preparation, environmental protection measures, utilities required for the investment project, construction and installations, machinery installation, machinery and equipment (whether or not requiring installation), fixtures and fittings, intangible assets, marketing and branding costs, as well as installations or equipment for energy saving and renewable or alternative energy sources.<\/p>\n<p>Indirect costs may be calculated by applying a flat rate of up to 7% to eligible direct costs.<\/p>\n<p>VAT is eligible for operations whose total cost is less than 5 million euros, including VAT, provided that it relates to eligible expenditure and is not financed from other public funds.<\/p>\n<p>Payment of eligible expenditure shall be made by bank transfer only. Expenditure paid in cash or by any means other than bank transfer shall not be considered eligible.<\/p>\n<p>Procurement procedures must be launched following the publication of the applicant\u2019s guide for public consultation. The applicant may launch the procurement process and sign the procurement contract, but may not commence the investment before submitting the funding application.<\/p>\n<h2>Ineligible expenditure<\/h2>\n<p>The guide lists several categories of ineligible expenditure.<\/p>\n<p>Expenditure on investments relating to the production, processing, transport, distribution, storage or combustion of fossil fuels is not eligible. The guidance states that this rule applies, amongst other things, to the purchase of excavators, bulldozers, front-end loaders, compaction machinery, graders, forklift trucks, cranes, truck-mounted aerial work platforms and other similar equipment powered by internal combustion engines, regardless of the fuel used.<\/p>\n<p>Second-hand equipment, fines, penalties, legal costs, arbitration costs, contributions in kind, and expenditure on motor vehicles and means of transport, with the exception of class 2.3.6 \u201eTransport and lifting machinery and equipment\u201d.<\/p>\n<p>Expenditure incurred prior to the submission of the funding application is also ineligible, with certain exceptions relating to project preparation, such as field studies, approvals, agreements, authorisations, design, engineering, consultancy, technical assistance, commissions, fees and charges for the preparation of documentation.<\/p>\n<h2>Environmental regulations and DNSH<\/h2>\n<p>Projects must comply with the horizontal principles of sustainable development, equal opportunities, non-discrimination and accessibility for people with disabilities.<\/p>\n<p>In the funding application, the applicant must describe the measures taken to comply with the DNSH principle, in particular with regard to the environmental objective concerning the transition to a circular economy. For the other environmental objectives, the applicant must obtain the regulatory document from the environmental authority.<\/p>\n<p>If the project involves construction works requiring planning permission, the applicant must ensure that the infrastructure is resilient to climate change for investments with an expected lifespan of at least five years. The guide encourages the integration of environmental considerations into projects, the use of eco-friendly solutions, green and socially responsible procurement, Eco-Labelled construction materials, and green procurement for equipment and fittings.<\/p>\n<h2>Project evaluation procedure<\/h2>\n<p>This call for proposals is competitive and has a deadline for submission. All funding applications submitted by the closing date will be assessed. Projects that do not achieve a minimum of 70 points in the technical and financial assessment stage will be rejected.<\/p>\n<p>Once the evaluation has been completed and, where applicable, any appeals have been resolved, the projects will be ranked in descending order of score. Contracts will be awarded within the limits of the available funding allocation.<\/p>\n<p>The guide stipulates that projects will be allocated for technical and financial assessment in a random order, determined using a randomised controlled trial (RCT) statistical method developed in collaboration with the World Bank.<\/p>\n<p>Data on the projects submitted and the results of the evaluation, selection, contracting and implementation processes will also be used for an impact assessment carried out by the Managing Authority in collaboration with the World Bank, as part of the EuroCOMP Lab. The guidance states that participation in this study does not entail any additional obligations for applicants, does not require any information beyond that submitted via MySMIS, and does not influence the evaluation, scoring or decision on the award of funding.<\/p>\n<p>The process consists of three main stages: administrative compliance, technical and financial assessment, and contracting.<\/p>\n<h2>Submission procedure<\/h2>\n<p>The funding application and related documents must be submitted exclusively via MySMIS2021\/SMIS2021+. The call opens on 28 September 2026. Project submissions will open on 28 September 2026 at 14:00. The call will close on 28 October 2026 at 14:00. The date and time of submission are the date and time the application is submitted via the IT system.<\/p>\n<p>An application rejected at any stage of the evaluation, selection and contracting process may be resubmitted under the same call for proposals, provided that the call has not been closed. In this case, the project is treated as a new submission.<\/p>\n<p>The applicant must complete the funding application form with all the required information and attach the supporting documents, evidence and annexes specified in the guidelines.
