SMEs in the South Muntenia region can enter a pre-selection stage for a pilot call for proposals aimed at research, innovation and vocational training projects. The announced budget is \u20ac29.88 million, and grant amounts will range from \u20ac30,000 to \u20ac100,000. The call is aimed at companies in the counties of Arge\u0219, C\u0103l\u0103ra\u0219i, D\u00e2mbovi\u021ba, Giurgiu, Ialomi\u021ba, Prahova and Teleorman.<\/p>\n
At this stage, projects are not yet being submitted via MySMIS. The South Muntenia Regional Development Agency (ADR) has first launched a pre-selection process for project ideas. Interested companies must complete an online questionnaire between 20 July and 20 September 2026.<\/p>\n
This call for proposals differs from standard regional funding schemes. Following a preliminary check, companies will be selected via a randomised procedure. The method used is that of a randomised controlled trial. Companies that pass the pre-selection stage will be randomly allocated to either the group that will be able to submit a funding application via MySMIS or the group that will not be granted access to funding through this pilot call.<\/p>\n
The aim is to assess the impact that grants for research, innovation and training may have on SMEs, including on their performance and technological maturity.<\/p>\n
The call forms part of the South Muntenia Regional Programme 2021\u20132027, Priority 1, dedicated to innovation, digitalisation and dynamic enterprises. The funding is intended for activities such as industrial research, experimental development, feasibility studies, the protection of patents and other intangible assets, innovation consultancy, access to research and testing infrastructure, process and organisational innovation, the purchase of equipment used in the project, and vocational training.<\/p>\n
This means that the call for proposals is not suitable for standard investments that do not involve an innovation component. A project must demonstrate what the company is developing, what innovation it brings, what research or testing activities are required, and how it increases the level of technological maturity.<\/p>\n
The questionnaire collects information on the company, the project idea, eligibility, financial indicators, customers, suppliers, competition, the business ecosystem, innovation activities, partnerships, TRL level, the use of generative artificial intelligence, and development needs. The responses and documents submitted will be analysed by teams comprising representatives of the Managing Authority for the South-Muntenia Regional Programme and the World Bank. Following this review, a list of applications deemed to have a high probability of eligibility will be drawn up. Only these projects will be included in the randomisation process. The procedure will be organised separately for each county, so that the distribution of selected companies reflects the proportion of eligible applications from the region\u2019s counties.<\/p>\n
Companies may find themselves in one of three situations following the pre-selection stage. Some will be able to apply for funding for research, innovation and vocational training activities. Others will be able to apply for funding for research and innovation activities only. A third category will take part in the study but will not be able to apply for funding through this pilot call.<\/p>\n
The South Muntenia Regional Development Agency (ADR) states that participating organisations will receive an individual feedback report. For those not selected, the authority has announced that certificates of participation will be issued and that projects may be included on a priority list, which could result in additional points during the post-2027 programming period.<\/p>\n
