Eurostars Call 11 is open to innovative companies wishing to develop, in collaboration with international partners, new products, processes or services with commercial potential. The call forms part of the Eurostars programme, which is part of the European Partnership for Innovative SMEs and co-funded by the European Union through Horizon Europe. Applications may be submitted between 9 July and 10 September 2026, by 14:00 CEST. Eureka states that Romania has confirmed the allocation of a budget to support organisations participating in this call.<\/p>\n
Eurostars is a funding scheme for international research, development and innovation projects led by innovative SMEs.<\/p>\n
The programme supports companies wishing to develop products, processes or services with commercial potential, in collaboration with partners from other countries. It is not a grant for simple investments, nor is it funding for routine equipment purchases. The project must have a clear research, development and innovation component. Eurostars takes a bottom-up approach. This means that it does not impose a single technological field. Projects can come from any sector, provided they aim to develop an innovation with civilian applications and market potential.<\/p>\n
The consortium must be led by an innovative SME from a Eurostars country. Other types of organisations may also participate in the consortium: SMEs, large companies, universities, research institutes or other organisations, depending on their role in the project and national funding rules.<\/p>\n
To be eligible, the project must meet several key international criteria:<\/p>\n
Eurostars uses a broad definition of an innovative SME. What matters is that the SME has the ambition to collaborate internationally on the development of a new product, process or service, intended for European or global markets. This wording is useful for start-ups and younger companies that have a technological idea or a product under development, but do not yet have an extensive portfolio of R&D projects.<\/p>\n
At the same time, the application must be credible. The company must demonstrate that it has the capacity to coordinate the project, manage the partnership, make a technical contribution and bring the outcome closer to the market.<\/p>\n
Eurostars funds research, development and innovation projects with commercialisation potential. The project must lead to a product, process or service that can be brought to market. Relevant projects may be in fields such as digital technologies, industry, energy, health, agriculture, the environment, materials, mobility, energy efficiency, the circular economy, clean technologies or other areas with commercial potential.<\/p>\n
In the area of sustainability, the call may be of interest to companies developing solutions to reduce energy consumption, environmental monitoring technologies, more efficient industrial processes, low-impact products, smart farming solutions, resource digitalisation, recycling, new materials or data-driven services.<\/p>\n
Eurostars does not require all projects to be green, but projects with a well-substantiated economic, environmental or social impact may have an advantage in terms of impact, provided they clearly demonstrate the market, the usefulness and the value of the solution.<\/p>\n
Eurostars operates on a decentralised funding basis. Projects are submitted at international level via the Eureka platform, but funding for each participant is managed by the national or regional funding body. Each national body determines which organisations are eligible for funding, which activities qualify, what the funding rates are, and whether there are any maximum funding limits.<\/p>\n
The Eurostars evaluation is centralised and is based on three main criteria.<\/p>\n
The first criterion is the quality and efficiency of implementation<\/strong>. The evaluators assess the quality of the consortium, the value of international collaboration, planning, project management and the cost structure.<\/p>\n The second criterion is impact<\/strong>. What matters here are market size, market access, commercial risks, competitive advantage, the marketing plan, and the economic, environmental or social impact.<\/p>\n The third criterion is excellence<\/strong>. The level of innovation, the new knowledge generated, the technical challenge and the technological feasibility of the project are analysed.<\/p>\n The call for proposals opens on 9 July 2026 and closes on 10 September 2026 at 14:00 CEST. Following submission, the process involves an eligibility check, a legal and financial viability check, an assessment by independent experts, review by the independent evaluation panel, ranking of applications and an ethics check.<\/p>\n Eureka estimates that applicants will be informed by mid-December 2026 as to whether their project is eligible for funding.
